And for that reason as Roy stated, those components that are rated "legal limit" are done so under MATCHED conditions.    Use a legal limit component in a condition where SWR is 2:1 or 3:1 or higher and one is likely to find it becoming a smoke generator at legal limit or even less.

Case and point, the KAT500 ATU is rated at 600 watts, 3 - 30 MHz, 5 oh
