It sounds like one guy's rant to me. He refers to a letter supposedly sent by CAL FIRE, but gives no reference to back up the claim.
In Sonoma County, California we have a 146.13/73 repeater system at the County site on Sonoma Mountain that has been there for years. I'm a member of the local ACS (Auxiliary Communications Service, basically RACES) but I have heard nothing about any changes to the repeater status. CAL FIRE's Volunteers In Prevention (VIP) program uses specially-trained Amateur Radio operators to assist CAL FIRE's efforts during wildland fires and other emergencies.
