As a rule I set the REF LVL such that the no signal band noise is about the bottom of the display.   Then I set the SCALE to display the strongest signals on the band at the top of the display. These will change from band to band and antenna to antenna.

Otherwise, with a dummy load on the receiver and the BW at 2.7 kHz, set the REF LVL to about 120 and the SCALE to 80.     Set the AVERAGE value to about 15.  These seem to give adequate display. Of course one can refine the values for more or less displayed details of the signals, depending on BW of the receiver.
