I have often recommended Daniel Fleisch’s book, A Student’s Guide to Maxwell’s 
Equations, to my students.  In it he credits G. F. FitzGerald, Oliver 
Heaviside, Oliver Lodge, and Heinrich Hertz for simplifying Maxwell’s equations 
to the few that we often see today.
