According to the manual, it’s an error with the KBPF3 bandpass filter board 
installed on the Main RF Board.  It indicates you should uninstall the KBPF3 
from the RF board.

You could try removing it and plugging it back in a couple of times.  It could 
just be corrosion on the contacts.  If that doesn’t solve the problem, I’d get 
in touch with Elecraft support.
