I'm colorblind.  If you're talking about the doobers at the end of each tie over the foot of the rail, they're hold downs for the rails on concrete ties.  They take the place of spikes in wood ties whose purpose is to maintain proper separation ["gauge"] between the rails.  The rails stand up by themselves.
