It's a driver problem. Sometimes it needs an updated driver (from ACES on your case) but sometimes all it takes is to reinstall a fresh copy of the existing driver as if it never existed. Using any Surface or laptop without a big screen is a pain. I just up-sized to a 27" - the largest that would fir the geometry of my operating position.
