I don't know if this is useful, but I have noticed that my KXPA100 with ATU takes a few seconds to ramp up, or at least to light all the LED's up to 100W.  This happens only on the first transmit after sitting awhile and I just assumed that it takes a few seconds for the coils, etc. to warm up.  After the first TX the jump to 100W is immediate.

I don't know anything about the KPA-1500, but I have seen similar power ramping if I have K3/config/TX DLY set too short for my AL-1500 amps.  With that amp, I have to set TX DLY to 14 msec.  What happens is that the K3 sees a momentary high swr before the amp relay closes, and throttles back power.  Sometimes you can even see "high swr" flash on the K3 display.  The power then slowly ramps up as the K3 recovers.

When using the tuner only (amp on standby), ATU tune works fine, but
observing the PWR it ramps up slowly from 0 watts. For example K3 set
to 100 watts, amp on standby, press ATU tune and it takes about 15
seconds for the amp PWR indicator to reach 100 watts. Is this normal?
There is no noise from the tuner during this time.
