Thanks for the recommendations and comments. Both the KXPA utility
and the KX3 utility communicate fine with my hardware setup. I'm
guessing the WIn4K3 Suite does not properly communicate with both
devices through one com port. I'll see if I can post on their groups.io
forum and see what they may have to say.

Only one KXUSB is needed. The other is just a TRS to TRS cable.
The KXUSB cable must connect first between the KXPA100 and the PC.
The second cable between the KXPA100 and the KX3.
If connected that way, everything should work.
See if both the KXPA100 Utility and the KX3 Utility will connect
properly.
I don't know what Win4K3 suite does in its routing.
