I have the similar problem with one of my 1500 amps.
Elecraft says it is a relay that is bad.
I do need to get it fixed,

Isn't that exactly what you would expect to hear if the amplifier was
spuriously keyed but the K3 was not keyed? All it would take is a faulty
keying cable.
