Before replacing the RIT encoder;
That end of the front-panel board flexes when you push on the RIT knob.
There are a few resistors right there that can crack, (this is more common than the encoder being bad). Try pushing in, or pulling out, on the knob while turning it... is there any difference in the action?

If so, you can touch-up the solder on each resistor (one end at a time), you will find if one is cracked as it will come off with your iron tip.
