Yes, this is an official release. Look on the 2nd page, where it says
"Adopted October 04, 2006, released October 10, 2006", then on page 33,
section VI, where it says that the rulings will be effective 30 days
after publication in the Federal Register. I don't know if that part has
happened yet, or not, but if not, it will be very soon. In any case,
30 days from the date of publication you can begin using the expanded
bands and modes.
On a related issue, I cannot help but wonder if the delay in in the
release of the new Elecraft amplifiers (both the 800 and the 1500 watt
version) was due in part to Eric and Wayne wanting to be able to offer
them without the extra parts and cost involved with producing products
that met the "old" certification rules.
