RC, Re-do the power and SWR calibration, and then try it into a 50 ohm dummy load. Tell us what you find. I know that is not an answer to your total problem, but there has to be a starting point, so verify that calibration first and we can go from there.
In case you cannot achieve a good calibration, it may be that there is a relay that is not operating - usually due to an unsoldered relay pin.
