I was one of the six members of the ARRL No-Code Study Committee
that put together the package that became the No-Code License.

One of the items we discussed in the number of meetings we held was "should the use of CW be forbidden for No-Code License holders". Our conclusion was that such a rule would serve no purpose and would discourage licensees from even trying it.
All the members of the committee were/are die-hard CW types, but
we agreed that, as much as we might like to avoid the issue, it had to
be dealt with.  If it were left up to me, I would not have supported a
no-code license, but it WAS going to come. Time has shown this to be true.

What came out of the ARRL BOD that was submitted to the FCC was not eaxctly what we proposed ... there isn't a no-code provision for 160M, for example ... but all-in-all I think it's been OK.

I consider the appointment to the committee by the ARRL to be the
greatest honor I could have received in my 55 years in this wonderful hobby. Everything I am now and have in my life ... including my Lady N7HKW ... are directly related to Amateur Radio.
