Jeff, Do you have the Control Board plugged in when you did those measurements? If not, plug it in and remeasure. If your control board was in place, do a resistance measurement from RF Board U10 pin 8 to the collector of Q1 on the control board - if you measure more than 820 ohms, look for the unsoldered connection - you did install R91 did you not, and is R91 820 ohms?
