Does that mean that when I use the tune button the tx goes all the way up to
two watts?

I honestly don't know. Is there enough RF for the tuner to work at
lower output levels? Would anyone build a system that _raised_ the
power when doing a tune cycle? Guess we'll have to wait for someone
much more knowledgeable than myself.
