should come clean. Use a light rub with emery paper if you think it might be
tarnished. Then tin.

In the UK domestic radio & TV industry we used to strip and tin Litz wire by heating it over a methylated spirit burner to red heat and then quickly dipping the wire into a small container of methylated spirit. This will likely work with enamelled copper wire. A word of caution though, this procedure makes the copper very soft and likely to break before it is tinned.
