Nick,
Look at the schematic and you will see that there is a connection
between leads B and C are connected. The proper time to check for
shorted wires is before soldering onto the board - everything will
appear shorted for DC (but not RF) after soldering on the board.

Under close inspection with a magnifying glass I do not see any shorts between the red
and green wires so I assume the legs are connected "further up the road"
between the traces on the pc board.
