Is one K2 set for 8R HOLD and the other 8R Normal?
You should have them both set for 8R HOLD to get the amp keying circuit to hold in during keying.

You might also look for a sneak ground path between the K2/100 and the amplifier. Your ohmmeter says the AMP should stay keyed, but it actually does not - so the answer may be in the return path for the amplifier relay - be certain the amp ground for the relay is carried back to the RCA jack on the K2/100 - and be certain that the RCA jack on your KPA100 has its shield contact well soldered to the KPA100 ground.
