Just convert it:
PdBm=20*log(V/Vo)
where Ro=50 ohm, Pm = 0.001 W, thus Vo=sqrt(0.001*50)= 0.224 V
so for Pdbm = -136:
V=Vo*10^(-136/20)
...
V = 35nV or 0.035uV!
