Ah, you clarify. Your friend wants to COMPETE toe-to-toe with the real
DX-chasers on SSB, not just work DX. 

That's like driving a car and driving an Formula 1 car. If you want to
compete in the Formula 1 circuit, you need a Formula 1 car. There's no
family sedan or go-cart that can compete there. 

Just as some race courses offer a slight advantage for slower cars, some Ham
bands allow modest stations to work DX almost as well as the big guns. Ten
meters is probably the best of the bunch, but it's highly affected by the
sunspot cycle. That's why so many competitive DX-hounds with modest stations
are anxiously awaiting the next cycle.
