Strictly speaking, the CE mark was originally intended to ensure the "free 
movement of goods" throughout Eu, so that, for instance, one country in the Eu 
could not prevent goods from being sold from another country because they did 
not meet certain criteria, eg emc, wheel size, fog horn frequency, you name it. 
  The upshot is that we have and are gaining a large number of common standards 
within the Eu to which we all work and these will/are being incorporated into 
each country's legal system, replacing, for instance British Standards, DIN 
standards etc.  There are hundreds of standards in each country to be replaced, 
so it is a big job to get each country to agree to a common standard, but a lot 
has been done, particularly on emc, safety and the like.  

The CE mark only applies to products not to modules for a kit.  

The CE mark denotes that the "product" complies to "all relevant legislation" 
for that product, it is not in itself a qualification.  All products offerred 
for sale in the Eu must carry a CE mark and that applies to amateur radio as 
much as any other, but not kits because it is not yet a product.
