You may also want to check with the ARRL Intruder Watch folks.
They may already have the answer.
I've heard it at various times, but usually midmorning California time
(say, 1600Z) on 14.010-14.015 or so.
Listen for a "chuckata-chuckata-chuckata" sound for a few seconds at a
time. I am thinking it's OTH radar.
