Dave,

The two relays are K16 and K17. Download the manual from the Elecraft website and you can view the schematics without having the paper copy handy.

Check the soldering carefully - a bad connection can produce the symptoms you describe. Relay failures do occur, but they are rare unless physically damaged. Except for ones that were burned by a soldering iron, I have found only 2 relay failures in all the K2s that I have serviced over the years.
