This was discussed among field testers. Some of them (me included) wanted the s-meter setting to be independent of preamp setting, but apparently the arguments that "people will think the preamp doesn't work" and "other radios don't do this" were more persuasive.

I suspect (but don't know for sure) that it would be possible to change this in firmware and maybe someday there will be an option to allow it to work this way.
