You can use any K3 Utility version from 1.0.12.7 forward to load the most recent firmware.
There are reliability improvements for some USB to Serial Adapter issues and a bug fix to save/restore config in the newer K3 Utility version, so we are encouraging people to move forward there as well. 1.1.3.6 was announced a bit too soon. The most recent public version of the K3 Utility is 1.1.2.28, the one you have. 1.1.3.6 is still in field test.
