The typical reason for this is people who've never experienced a threaded interface (for mail, at least) who think the easiest way of getting the correct submission address is to reply to an exiting article.

Threads are based on In-Reply-To: headers, for email, and References: headers, for Usenet, and these are normally hidden by mail client.

Outlook is possibly a particular problem, as it can thread Usenet but not email.

RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
