The best CW decoder I personally have found is a Linux program, gMFSK. On Windows, I found the program CWGet to be the best. There is also a free one you can get from here: http://www.hotamateurprograms.com which is pretty good, if you can live with the user interface. I've seen a lot of reports that MRP40 http://www.polar-electric.com/Morse/MRP40-EN/ is the best of all under Windows but I have never tried it.
