I noticed this, too, until I continued with the assembly. It seems like there was a little rubber-like bumper on the PC board near the M>V button which pressed up against the 2D fastener (as I recall) at the top right of the radio when the front panel is fitted to the rest of the radio. This provided enough support for the board to keep the buttons from moving on my radio.
