I agree with using PDF, a manual with page number as suggested and the manual rev on each page as a footer so you know when a paged changed is a good idea.

No! Let's stick with Adobe Acrobat Portable Document Files. Most people have Acrobat on their PC and can print out in whatever size of paper they choose.
