Well, at least one reason is that some SW stations still insist on using frequencies other than precisely on the 0 or 5 kHz marks. Also, a slower tuning rate makes it easier to "offset" the tuning to one side a bit to help duck interference. This is the "we don't need no stinkin' rules" syndrome.

SW listening and AM ham radio operation are the reasons that I insist on having full AM capability in any HF ham receiver/transmitter/transceiver before I will purchase it. Also, all too many of them recently have, unfortunately, bought into the idea that AM "must" have a faster tuning rate than other modes. Not necessarily a good idea, at least as far as I am concerned. But then, perhaps I just an OF. Selectable tuning rates for _all_ modes, including the very slowest to the very fastest are the way to go.
