Chris,
I don't have the FM filter here, but as I recall, the filter bandwidth
must be set to 13 kHz - try it and see if it 'fixes' the problem.

On receive I hear a lot of noise, the level does not change if antenna is
connected or not.
All SSB operation using FL3 for TX is normal.
Any help appreciated.
