Simplier solution.  Costs nothing
Go to SOUND in the Windows configuration. Create a file with all sounds turned off. Save it. Use it when operating PSK.

You might like the silence so much, you'll use this file all the time.
Personally,  I really dislike any sound intrusions from Windows ever.
