I don't see to much need to change the scan rate really. It scans through as quickly as it can (or slightly slower depending on where you have the tuning rate set before asking it to scan). Then it stops on whatever it finds. Granted the dwell time being settable would be nice but I find that if I want it to dwell longer I just press a button and it stops there for longer then I start it back up again. What I do is if I want it to be more "pro active" I run the scan with a wider filter setting much like I would if I were scanning the band myself. This allows the a longer period of time looking at each frequency as each frequency is in the window for a longer period of time and if something starts modulating like a signal while its in the window poof you stop on it. You can also get a similar affect of setting how proactive you are with the RF gain.
