You don't have to have a filter in FL1 unless you want to transmit on FM, and in that case, you need the 13 KHz FM filter in FL1.
You must set the CW and SSB transmit filter to a 2.7 or 2.8 KHz filter, whatever slot it is in. It's recommended that you put the filters in from widest to narrowest, starting at FL1. However if you have plans for an FM filter alter and an AM filter later, you might start with the 2.7 or 2.8 KHz filter in FL3, for example.
