That is close to the TV color burst frequency (3.579545 MHz). A badly functioning TV could possibly put out a signal at 3590 (but it would not receive color very well). You may want to turn the TVs off and check again. If you are in a closely populated suburban neighborhood you might have to wait for a power outage to really check it :-) .
