I must admit that this also is one that I felt was weird. To me it only seemed natural to have the power button on the top. As when I first started looking at the panel it took me a second to find the button but not long.
Now that I think about it it makes sense though. The POWER button is such a rarely used thing (during operation) that it makes sense not to give it the pole position seat. That puts band in a much easier to get to location. I see it as an improvement in ergonomics and one that personally I don't think I'd have come up with on my own. Convention in my mind was that band and mode would have been slid down and power in the top corner.
