Hi Nick, that's quite normal. All interfaces (each USB-Port is one interface !) are enumerated during the boot process of your OS. Each USB-Port will stay the same COMn after reboot. Connecting the converter to a different USB-Port is the same as connecting a new converter to the system.
Maybe there is a way to manually modify the enumeration after reboot. I wonder if there's a way to tell this thing to be the same COM port each time I plug it in? My computer is a fairly new Dell laptop running Vista.
