I'd say that transmitting a tone to allow someone to tune up to you would be considered a "Brief transmission necessary to make adjustments to the station" and/or Brief transmissions necessary to establishing two-way communications with other stations"
There is nothing that prohibits transmission of a tone to help someone else tune up. I said it before from what I remembered of Part 97 and now after reading it its still true.
