This sounds like exactly the same problem I had. Upgrading from 2.22 to 2.23 solved the problem. Worked fine on cw, and on USB bands but on 40/80 LSB no HP output and next to nothing on LP.
I should note that after upgrading the LSB HP problem was fixed but an ATU problem appeared.
