Not really strange behavior at all.--

Check the errata sheet. VFO IND is not yet available, and will not be until it is mentioned as active in the firmware release notes. I am not certain how far down it is on 'the list', but it is on the list.

Until then, attempts to set VFO IND to ON will result in an 'unavailable' message.
