If you set TX INH = HI then if the TX INH line is floating, it will be activated and you won't be able to transmit. It needs to be low to allow transmission.

I am using TX INH with a normally-closed relay in an external SWR meter to kill transmit on high SWR (to protect an amplifier). I am using a pull-up resistor so the TX INH line rises to +5V when the relay opens. When the relay is closed, it's grounded of course.

The floating condition is really not normal -- it should be grounded or high for reliable operation.
