Thanks to all who have chimed in with suggestions. At this point the setup is as follows:
K3 at any of 4800, 9600, 19200, 38400 bps K3 with CONFIG: AUTOINF = "AUTO 1" or "norm" SteppIR set to "KENW" mode, LED 6 set when Select is held for 2 or 3 seconds SteppIR Y cable connecting K3 to PC serial port with other leg of Y going to SteppIR Data In port Ham Radio Deluxe software running HRD will connect to K3 and follow frequency, band, and mode changes at any data rate SteppIR will not follow K3 at any data rate RS232 tester shows RTS (pin 7) set all the time as is expected with cable wiring Also shows RD (pin 2) data present as K3 frequency and band change I suppose I could feed the Y cable leg into a terminal program and verify the data coming into the SteppIR Right now it looks to me that the interface board on the SteppIR controller is the culprit.
