I suspect it is because DATA A and AFSK A are special cases of 
SSB.  You will find that FSK D and PSK D are special cases of 
CW as well.  The VOX status is maintained separately for the 
SSB cases (USB/LSB/DATA A/AFSK A) and the CW cases (CW/CW-R/FSK D/ 
PSK D).
