I think that the original quote said outside ham and broadcast bands. However, as you are the UK, it is illegal to listen, let alone scan, on most frequencies outside those bands. The US position used to be you could listen to anything. They then added restrictions for cellular frequencies. The UK starting position is that you can listen to nothing, and then the government uses class licences and paid for licences, to selectively relax that.
