Don's quite right. Often there are minor clarifications and other small changes that we don't put in the errata in order to keep it as short as possible. When it's time to print more manuals, we go ahead and incorporate those minor changes in the manual under a new rev letter.
It's tempting to make changes without indicating a new revision, but then if someone has a question about the wording in a particular place, we all might be looking at slightly different versions of the same text.
