Ken . . . Yes, it's normal. The K3's External ALC is slow acting, but the Quadra's output WILL settle down to 1000 watts provided you have calibrated the Quadra's ALC for 1000 watts output. This will vary by band, but as long as the variance results in an output of less than 1000 watts and not more, you're ok. The receiving station will not notice the difference.
On CW the slow-acting ALC is not a problem. On SSB you will want to make sure the MIC gain is adjusted so you aren't over-driving the Quadra. Depending on your microphone, a MIC setting as low as 2 may be normal, with minimal if any compression needed.
