It sounds like you have some RF-in-the-shack that is getting into the 
sensitive detectors of your touch paddle.

You asked for the best precision for the money, and the one I know that 
meets that criteria is
the Black Widow Paddle kit has a good feel and nice adjustment range - 
the price is right ($67), but you need to do some assembly and as much 
polishing work on the brass pieces as your "shine requirements" dictate.
