That's actually good news - it confirms that the transmitter is capable 
of functioning and now it's a matter of finding out what is preventing 
it from doing so under other conditions.

Odds are it's something simple that will result in you doing the Homer 
Simpson "duh" slap to the noggin when you discover the problem.
