It doesn't fit in American Morse, Lenny. 

The tower lighting system has been changed several times since 1929,
including new towers and lights. At some point, presumably fairly recently
from the reports I've seen, the keying system got scrambled and no one
involved noticed.

The flashing lights on the building spell "P-I-T-E-T-S-B-K-R-R-H" 
instead of Pittsburgh.

Is it truly an error or could it be American Morse?  It's been flashing 
this out on a 30 story building since 1929.
